On 02/08/2017 I was involved in an auto accident in the parking lot of the Oroville hospital where a 92 year old woman had backed her vehicle into my vehicle and then attempted to flee the scene of the accident. Myself and an independent witness then blocked the fleeing suspect`s car (front and rear) with our vehicles. I then called 911 on my cell phone and advised the OPD (oroville police dept.) dispatcher that I had a hit & run driving suspect detained and asked if they would send an officer to the scene. The OPD dispatcher did not want to do this and advised me to just exchange insurance information with the driving suspect. I then advised the dispatcher that I was a retired law enforcement officer and would be detaining the hit and run driver until they sent one of their officers over to the scene. When the officer finally arrived to the scene 15 minutes after my 911 call, he determined that there were no laws broken and decided to let the offending driver leave the scene without citing her, but did provide me with her insurance information. The next day on 02/09/2017 I had trouble trying to get out of bed due to an obvious back injury that I had sustained from the vehicle collision from the previous day. I immediately proceeded to the Oroville Hospital Emergency Room to be evaluated, treated and to have the injury documented for insurance purposes. I contacted the OPD on 02/17/2017 to have a traffic accident injury report written to further document the incident, but they advised me that they would not write a report concerning the incident for the following reasons: the incident happened on private property, that there were no injuries reported on the day of the incident and that no hit and run laws were violated because the driving suspect was still on the accident scene when their officer arrived. I then advised the OPD that the only reason the suspect was still on the scene was because the witness and I physically detained her there by blocking her vehicle with our vehicles to prevent her escape. But the OPD still refused to document the incident through a report or cite the offending driver. I then decided to take action against the vehicle operator by filing a complaint with the DMV to have her driving ability evaluated through a mandatory behind-the-wheel driving test with one of their driving test instructors. I also filed a traffic accident report with their office to further document the incident. I have recently been advised that this offending driving suspect has failed her physical driving test with the CA DMV driving instructor and that her CA driving license has been permanently revoked! The case has now been forwarded to my attorney for potential litigation. Great job OPD! Real professional! No wonder your department is going bankrupt!! Hopefully your department will go into receivership, be disbanded and ultimately taken over by the Butte County Sheriff`s Department!!! Good riddance!!!!
